International environmental cooperation, MASE – ISPRA technical document
Simplify, rationalize and standardize the processes and tools for managing international environmental cooperation activities, providing a methodological tool useful for managing projects and programs in a clear and unambiguous manner, with precise indicators for monitoring results and evaluation models aligned with international practices.
This is the target of the publication; Towards a Monitoring & Evaluation framework for international environmental cooperation: the Italian Ministry of Environment and Energy Security as a case-study”.
The document was realized as the first output of an operational agreement between ISPRA and the Italian Ministry of the Environment and Energy Security (MASE) signed in 2021, in response to the need of MASE to rationalize and standardize processes and methods in the management of its projects through the use of shared methodologies and tools in the monitoring, evaluation and reporting phases of environmental cooperation initiatives financed by MASE.
The document is a methodological guide useful for improving the management of the life cycle of projects and supporting a decision-making process based on results. Its application intends to promote effectiveness, efficiency, transparency and responsibility in the use of public resources, and contribute to maximizing the impact of interventions for the protection of the environment, climate and for the beneficiary communities, supporting the achievement of the objectives of the Rio Conventions on biodiversity, climate change and combating desertification and the Sustainable Development Goals of the 2030 Agenda.
